Contract Vehicles

A contract vehicle is a streamlined method the government uses to buy goods and services. Contract vehicles are centrally managed by a federal agency, which reduces acquisition administrative costs and creates time and resource efficiencies. Our most commonly used contract vehicles are described below.


8(a) STARS III GWAC

The 8(a) STARS III is a small business set-aside Governmentwide Acquisition Contracts (GWAC). It provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC will build upon the framework of the 8(a) STARS II and expand the capabilities for emerging technologies and OCONUS requirements.

GSA Schedule 70

GSA Schedules (also referred to as Multiple Award Schedules (MAS) and Federal Supply Schedules) are long-term government-wide contracts with commercial firms providing federal, state, and local government buyers access to more than 11 million commercial supplies (products) and services at volume discount pricing. MAS Consolidation is one of the four cornerstone Initiatives of GSA's Federal Marketplace (FMP) strategy, GSA's plan to modernize and simplify the buying and selling experience for customers, suppliers, and acquisition professionals. GSA's new single Schedule solicitation features a simplified format with streamlined terms and conditions, new large categories and sub-categories, and updated Special Item Numbers (SINs) that will make it easier for contractors to offer, and agency partners to buy products, services, and solutions. CATS+

The objective of this Master Contract, effective April 22, 2013 through April 21, 2028, is to enable State government to procure IT consulting and technical services in a timely and economical manner. Through CATS+, the State will have a flexible means of obtaining information technology (IT) resources quickly, efficiently and cost effectively by issuing task orders specific to its needs.

eFAST

The Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks (eFAST) is the FAA's preferred contracting vehicle for small business contracts. eFAST streamlines the procurement process for all stakeholders using a web-based acquisition tool and automated workflows compliant with applicable FAA standards. eFAST supports the following contract types: Firm-Fixed Price, Cost Reimbursable, Time and Materials, Labor Hour and others as appropriate.

SeaPort-NxG

SeaPort-NxG is the Navy's electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, NAVWAR, NAVFAC, and NAVSUP), the Office of Naval Research (ONR), Military Sealift Command (MSC), and the United States Marine Corps (USMC) compete their service requirements amongst 2400+ SeaPort-NxG Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract holders.

The Office of Project Quality Assurance (OPQA) is an MDOT-wide project-centered department that delivers value to our customers by measuring, monitoring, and reporting so that MDOT Projects/Contracts are delivered with the appropriate level of quality in compliance with contractual obligations.
